The younger Billy Abbott, just like Adam Newman, was written to make screw-ups, again and again. At a younger and immature phase of life, it made sense.

However, he is a grown man now and yet it seems the writers are writing him like the screw-up he was 10 years ago. Honestly, fans are not digging it at all. They are tired of watching Billy make similar bad choices over and over again.
